The Bay of Kotor is one of my favorite places in Montenegro. I love the mountains and the bay meeting. The fort going up the side of the mountain just adds to the charm of this town. We drove down "The Ladder" into the Bay of Kotor -- a mountain road with 25 switchbacks.
